honestly nothing, if you have the proof and you're at the latest version you should automatically get it

either by starting a new game or beating Final Xehanort again, getting the proof, and the loading the clear save

Well I did do it on proud mode so I should get proof of promises by now

so when you got all 90 emblems, you beat the game right? and then at the end of the game you got the proof right?

No I didn't get it I beat the game and after that I didn't get the proof

Right so let's understand the order of operations here
1. play game and get all 90 emblems on whatever diff you want
2. beat the game and at the very end of the game, you'll get the proof of promises
3. Re-open your clear save, go to the Moogle Store, and you will then get the Oathkeeper
4. Play Critical mode and beat it and get the other proof
5. Reload that save and you'll get Oblivion after also going to the Moogle store
