He just isn't a great villain. They try a bit too hard to make the group hate him because they don't really have much interaction with him. And the palace just has random moments of Oh God this guy is bad

Honestly, the palaces where you have a tangiable, persoal stake in them or connection to the palace ruler feel a lot better
