my second monitor is active all the time, even when its off

like i can take a google page and put it over there

on my old PC if i had my second monitor off onlly my current monitor was active

my mouse goes off bounds of first monitor too

i can still put stuff on my second monitor even though it is turned off

I didn't take stuff out before because I could only wioe off dust
