KH 358/2 describes the actual source of Xemnas' power as "nothingness itself" So he can channel the energy from the realm of nothingness into his attacks. By concentrating the nothingness, he creates beams to use as projectiles, as well as 2 longer beams he uses for swords during his boss fight. It almost looks like its made of electricity alongside several other attacks Xemnas uses. Xemnas' 2 longer beams are essentially being kept in place through a form of telekinesis that Xemnas appears to possess.
