Its not true, just because she didnt do much conflict wise until now, she was a good character for the most part

she didnt even have a keyblade till kh2

She was the motivation for Sora for pretty much his entire journey

motivation doesnt make you a bad character

I am not talking about her being useful, I am talking about being an actual character

And if her only reason to be there is to be a motivation for another character, then that's even worse

again she is an actual character

Because she herself doesn't matter, she's just there for plot

she saves sora multiple times in this series

But that's what changed in KH2 when she gets her keyblade
She goes from support to bring her own identity

sora motivates her just as much as she motivates sora

She saves Sora in situations that either has no explanation or because she did random stuff she has no idea about

she didnt give up on sora even when he was a heartless

when even donald and goofy just saw him as a heartless, she saw him for who he was

and shielded him even knowing she might die in the process

And turned him from a heartless to a human again by touching him, something she had no idea she could do.

yeah but thats just this series

Does she need to?

she wanted to keep him safe, thats what should matter

she is also jokes around with sora and riku

she is a silly person, who makes some pretty gutsy moves for someone who had no real powers before kh3

True, she needed more dialogue as a whole with Sora and Riku, Riku especially
But I don't think that diminishes her as a character

She herself wants to keep her friends safe just as much as they do, but has to go through a lot to figure how she herself can lend a hand

Sure, but keeping someone safe is what every other character in the series does too. My point is she barely has anything else going on for her. Every game since KH1, she has been less relevant and either has to be saved or just standing there. Remind just showed how much of a problem this is. Most of the lines she has there are freaking grunts, i mean come on.

she is a good character that nomura simply hasnt given enought time to shine

Which is honestly pretty admirable given she didn't get real powers till KH3

She's a character that has been neglected

Again lines =/= quality of character

But there's no quality to her character with the lack of lines either

By that logic, ventus doesn't have a whole lot going for him
