This has been a pretty well known policy for a while. Well known enough that even I have heard of it. And I don't play Smash.

But, one can* interpret that as saying only characters that are primarily known from video games would make it, even if they *technically originated from a book or manga.

I mean for me Master Chief is so iconic I dont think the rule will matter for him anyway

But until now, no character with origins outside the gaming world has made it in, to my knowledge at least.

Would be a bit odd to break that policy on the very last fighter.

I think it sounds reasonable. If you allow non-videogame characters, you open a whole new can of worms when it comes to requests from the almighty fans.
