Persona 5 first got revealed/teased in like 2013 so it had its own troubles during development as well.

I feel like the plan after 5 was always to have a larger gap to focus on other stuff (Metaphor, P3 remake) so it's really only now that it feels like Atlus might be in a position where they are looking to focus more heavily on developing 6
