Well it's an interesting theory, although there is one slight crack to it, TWTNW has architecture similar to that of New York City, while Quadratum is based on Shibuya, Tokyo. But if there is a link, I would say it's based off a location in the dimension Quadratum is in.

I wouldn't be surprised if there is different parts of Quadratum that are model after different cities like London and New York

Although it could work like the world of light how there is different towns and cities in the same dimension like Twilight Town and Radiant Garden however I do like the concept of Quadratum being similar or atleast paying a secret nod to Epcot.
