I've always wondered this. It's obvious that she can't at the moment but there HAS ti be some kind of way. I think she secretly wants to command the Nobodies but knows she can't.

 

If she were to control them then she'd truly be a force to be reckoned with and could easily plunge the worlds into darkness. Just think about it, Nobodies > Heartless. Nobodies and Heartless are dimensions apart as far as strength and wit goes.

 

An army of Nobodies controlled by Maleficent doesn't seem very likely but there has to be some kind of way. You may be thinking "oh that's impossible" but the new enemy may be way stronger than Nobodies just like the Nobodies are way stronger than Heartless. So Maleficent could command a powerful army of Nobodies yet they'll still be defeated by the new enemy.

Going with the info in Kh II, the Nobodies can actually think and make strategies. It would be interesting to see her control them for future plans, but as of now she can't do that.

Heartless have no loyalty, they follow who is the most powerful. The same cannot be said for nobodies.

She might be able to figure out a way to control them, I don't think that Nomura will just make them disappear in the future games and heartless can only do so much.

Personally I don't think she can. Unlike heartless, who follow those with power. I would probably say Nobodies follow those they are loyal to. In their case that would be their superiors; Organization XIII. And it would seem the more more than that, they follow Xemnas above all else as they were able to attack both Roxas and Axel without hesitation. Although you could say that Roxas had control of them at the Memory Skyscraper, the same can't be said for the Assassins that went after Axel.

I believe that as long as Xemnas still exists in some form, the Nobodies will only listen to him and not anyone else and if they were to listen to anyone else, i don't think they would bother with someone like Maleficent.

Basically the reason why she cant is because Nobodies listen to only themselves, which means Nobodies only truely listen to Organiztion 13 Nobodies. So Maleficent couldnt control them because she is not a nobody, she is just a terrible b****.

That's true.. all of it. That leaves me with the last possible defense, the Datascape.

If that's true and she knows that, why not use the Datascape? She could use the Data Nobodies to bring them to the real world and control. I don't think it would be as hard as to control Data Nobodies than it would for real Nobodies.

If anything, Heartless have a larger role in the plot overall than Nobodies, so the fact that she is a secondary villain has nothing to do with her commanding Nobodies.

As Yen Sid has said, there will always be heartless and besides that she would probably know all about the heartless manufacturing machine. If she wanted heartless so badly, she could and take control of them, especially since she resides in Hallow Bastion.

And if there are Heartless present in the worlds then she doesn't have command over that many. The journal has every single Heartless in it so if she could multiply all them and bring them to the real world, she's back in buisiness.

Well if she's learned anything from KH2, it's that the Heartless are useless. She needs to add Nobodies to her army.
