This has always troubled me. Why does Ansem the Wise laugh when he finds out that Riku has taken the form of Ansem Seeker of Darkness? I know that he said that he simply didn't know what else to do, but that really doesn't do it justice for me. I just keep thinking, "Why the hell does he laugh?" Its kind of sick in my opinion.

I thought it was because he knew that Riku really wasn't Ansem, and even it was real (fake) Ansem, Diz knows that he is the real (real) Ansem. I just confused you didn't I? Maybe he was trying to keep his cool during an awkward time.

Why do some people seem to not help but laugh when they're in an embarrassing situation? It's the same thing with Ansem only he was covering his shame because a part of him blames himself for Riku's appearance. Then as VisitJoan added there was a bit of irony seeing as how Riku was, unknowingly, called himself by Ansem's name while taking the form of the person who ruined Real!Ansem's life.

"i could only laugh... To hide my shame..."

Like Keys said, he acted like that to hide his feelings. He didn't think it was funny, he was even sad. Riku made a resolve that affected him a lot, all because Ansem the Wise wanted revenge, and he was ashamed of his actions.
