To do this all he had to do was create a mass of Kitchen supply selling bots to gain money whilst those who pay get nothing in return.

The only explanation is the projects failure. DC tried out the plan early on and let the kitchen bots be but not enough people were gullible enough to pay. Thus, as a cover up, he's told the mod team to ban Kitchen bots without telling them the full truth of how he was the creator.
