Why doesn't Xehanort just make a vessel?

I am sorry if this has been asked before, but  why not?

We saw that Vexen could make a pretty effective Riku Replica, why didn't Xehanort just order the creation of empty vessels based on promising people? Unless if he needs those vessels to have a heart of some sort for him to take over, but didn't Riku Replica grow a heart more or less by the end of COM? (or was given a fake one)

 

The questions in list format.1. Why didn't Xehanort just have Vexen create Riku and/or Sora Replicas to be vessels for him?I think I just answered this question in the way of, Xehanort didn't think of it, and Vexen wasn't reporting to Xemnas in COM. (But I would like to hear your answers)2. Is a heart of some sort required for the nortification? (like a heart giving into the darkness)

3. Do you think the replica idea will come back into the series ever, or was repliku basically just to emphasize a point like even what is an imitation can be meaningful?

I'm not certain, but I think that was the idea behind the replica program to begin with, only they discovered that it didn't work as well as they hoped. Repliku proved to be inadequate without a heart, and with Xion she developed a sense of self awareness which made it harder to control. I honestly don't know the ins and outs of it, but I think the idea is that a robot isn't as powerful as a real human.

I dont know exactly, but I wouldnt ward it off as something that could happen in the future.

The Riku replica was destroyed by the real Riku, and Xion who developed a mind,personality, and face of her own was destroyed by Roxas.

I have no idea. Maybe a body with no heart and a piece of his own.

Though I considered Xion being a different type of replica than Repliku.But by the time the events of COM came to a close both Repliku and its creator Vexen were slain. Xion was considered to be the most successful 'version ' of a replica so that's why they brought her in to the organization. Then things went wrong with her when she started developing her own self and later her own heart . Xehanort needs the potential vessel to be able to throw away or not have a 'self ' so he can take over with his own 'self' through his implanted heart piece so it can grow and take over . Thats why all the org members had been given new names with X as recusants.  He also needed them to fall to darkness ( which he used the experiments to help do before his stabbing spree ).That's why he made the apprentices and such nobodies bc its easier to take over empty 'husks' who threw away their former selves than a human with a heart and sense of self . This was explained all in DDD.  Not that he cannot do it to a human with a heart- it just makes it harder .Anyways, after Xion was destroyed there was no one around ( Vexen being dead ) to make more .Although the possibility is always there if he wanted to find a way to go that route again . He would just need to work out those kinks if that's even possible . After all , the heart is a wondrous thing and he definitely doesn't have a complete understanding of it's full capabilities.

I think a replica will be one of the 13 seekers of darkness, maybe more than one. Xehanort has vessels, but I don't think he has that many.

It was both. Xion was a prototype for the replica program, Prototypes are always functionally different than the final product, but in this case the prototype was more suited to his needs than the finalized version. Even before Namines memory manipulation Riku Replika had more of a sense of self than Xion. He at least knew he was a copy. Not that Xehanort wouldn't have used both if he'd had the chance.

I think that after Xion's failure...they realized replicas didn't function like they wanted them to.
