I don't think there will be a New Form i think Sora has already enough Forms for KH2FM in KH HD 2.5 Remix.

I don't think so either. We have to remember it's just an HD re-release, not a full remake. But if the stars are aligned differently, I could only see us getting a form exclusive to The World That Never Was that uses Riku. Or something that has to do with Xion and/or Roxas.

KH2FM already has a new form exclusive to the final mix.  I don't see why they would give themselves more work

Not really any different from original KH2FM. If they've even thought of a new form they'll probably save it for KH3

I'd like there to be at least three new forms, one that's orange, one that's green, & one that's purple. I'd especially like to use limit form.

If you mean the Re:COM added cards....those weren't new

 

Those cards were exclusive to the Japanese version and can be unlocked if you had a KH2FM save file in your Ps2 Memory cards

 

as for KH 1 FM itself....it's the exact same Final Mix version I've played before(yes I have the Ps2 version of Final Mix) and it has the new additions from Final Mix that wasn't in the original game....nothing else

If they were to put in a new form, I would hope it was something referencing Kingdom Hearts 3D or something funny like the santa costume anywhere.

I don't think there's gonna be a new form. They just seem, as I've said in another thread before, to want to focus on the future more so than the past. They don't really want to add many upgrades or anything. Just slap together some titles in HD real quick so that fans can easily access and review them for before KHIII. It'd be a nice thought, but they're saving all of their programming effort for the newest game, I'm sure.
