when they first saw Roxas?

I mean they must have recognized that he looks completely like Ventus. Terranort lost his memories so it's okay that Xemnas didn't full understand it.

To be fair Saix only saw him one single time at young age with his wood-sword (which is not so memorable like a keyblade) and Ventus had most contact with Lea so maybe he just forgot this little thing but at least Xigbar must recognize him.

So he must have thought that Ventus, the same boy he met 10 years before, stands before him with lost memories or at least that Ventus seems to be connected with Sora to produce such a nobody which seems to me like a big thing if Xigbar thought that he's gone for good.

Yeah I doubt Saix saw the resemblance because, like you said, he didn't really have any contact with Ven. I doubt he even remembers Ven, I bet even Lexaeus, Xaldin, Vexen and Zexion remember Ven more than Saix does. We know that Xigbar remembers him because he always makes mention that Sora and Roxas get the same expression when their pissed off. I'd lie tho think that when Leas first saw he he was all "Ven? What happened? How did you become a Nobody!?" But Roxas was completely unresponsive for the whole first week of his life so he may have thought it was best not to bring it up again. But judging by the opening scene of 3D, Xehanort got his memories back before becoming Xemnas. I bet that's why he never used his own Keyblade, because he know that Roxas, being the nobody of a Keyblade wielder, could do it for him.

Remember, we never saw Roxas' first week with the Organization, which is when they would have all made any mention of Ven.

One random kid, 10 years ago, I don't think any of them remembers. Xigbar has proven several times to remember Ven and the others, but the rest had hardly any contact with Ven.

I sincerely doubt Saix would even remember a kid whom he met once without really stricking up a conversation ten years ago.

Xigbar remembers. Saïx might, but just doesn't care. Vexen should remember him though.

There's a brief cutscene in 358/2 Days where Xigbar looks at Roxas in Wonderland and says "He used to give me that same look." and it shows him remembering what Ventus looked like. 

Xigbar most likely remembers Ventus, but probably chooses not to say anything. As for the others, hey, we don't know what happened in that first week when Roxas was too zombie-like to remember anything. For all we know, if they did remember, they probably discussed it and decided not to bring it up in front of Roxas.

Saix tends to have a min on a big-picture scale, and sees people such as Ven, or Xion for that matter, as of little importance, so he likely wouldn't recall him. As for Xigbar, he undoubtedly made the connection, but given that he is adept at keeping his cards close, there was probably little need for him to share. 

 

I also think Vexen would remember, given that he seems to be in on a few of the secrets going on in the Organization.

Lol, I've been playing Days for the first time, and wondered the exact same thing.

 

Not only did Xigbar (as Braig) have fairly extensive contact with Ven, but Ven's image specifically superimposes itself onto Xion for Xigbar, and that looks nigh identical to Roxas.

 

Since his general reaction is rage, rather than shock, I assume he just got used to it. Not to mention all three of them had a bit of Xehanort's heart, so they probably decided it was all in their best interests to keep shut about it.

I'm sure Xigbar had quite the poker face considering he knew about the whole take over your body thing.  Saix (and even Isa) seems to be the kind of person who would brush that sort of random encounter aside and forget about it.  But maybe they knew something was up and were working on something we know about yet...
