i originally had put most likely instead of possible, read the sentence but replace possible with most likely and see my amusing error

Re:CoM takes place before KH2, so he was talking about how even after his defeat in Reverse/Rebirth, he still remains in Riku, at least until the explosion in TWTNW. When that happened, he was expelled from Riku's body, thus making it possible for Apprentice Xehanort to return once Xemnas was defeated.

 

However, due to the unique process of it all, it's entirely possible that a fragment of him remains. It's hinted at in the Ultimania:

I'd imagine XH is till in Riku's heart, because he was never really destroyed. Plus, it's better for the story this way.
