He's not. Genesis probably doesn't exist in the KH Universe, so it'd be more likely to say it belongs to the one person with a black wing we know exists: Sephiroth. Yes, Cloud also has a black wing, but he's been confirmed to be from Radiant Garden. Not only that, it'd make no sense for him to be there, and his wing isn't made out of feathers.

This being the KH universe, and the only other characters we know from FF7 are Aerith, Yuffie, Cid, Cloud, Sephiroth, and the moogles.

Fun fact: Prior to the release of the Ultimania, it was a popular theory that the feather belonged to Genesis, since according to the concept art, Sephiroth's feather are a dark blue in KH, yet this feather is pure black. Genesis being the only other person with a black feathered wing... ^^

During any Colosseum fight against Cloud in KH1 is when he usues his wing to fly around and hit you, also, it is also shown in KH CoM when you use a triple Cloud Card combo.
