I would say the PSP version in terms of visuals and including the content that was in the GBA version......but the DS can be considered definitive too since it fleshes out the story more

All the content added in the GBA version is available in the iOS, Android and PC versions.

Wait weren't those versions based on the DS version?The DS version doesn't have the Lunar Trails or the Cave of Trails from the PSPGBA versions

Yeah, but they remade them for the iOS version and in the process the Android and PC versions got them as well.

Not to mention it included The After Years. I also honestly think that the game works better in 2D, and the PSP version nailed that aspect, too. I'd definitely say it's the best one. The DS version is great, too.

I agree, FFIV: TCC is the definitive 2D version and collection but to be fair you can buy FFIV and FFIV: TAY together on iOS, Android or soon PC for just a little more than TCC costs.
