Xehanort's goal was to make 13 versions of himself
by and far the easiest way to do that would be to create a Nobody, let it grow a heart, then make another Nobody then stick that Nobody in another Nobody, then mail that Nobody to himself, and when it arrives he SMASHES IT WITH A HAMMER
But yeah, I mean, really the reason Xehanort didn't take the easy way was because story wise it's more interesting to have 13 Xehanort with unique origins. It's more just amusing to think there was a much simpler way accomplish his plans with minimal time travel and/or possessing young boys
BONUS THOUGHT: Xehanort could make 13 Nobodies and 13 Heartless, then when they're defeated, BOOM, thirteen Xehanorts
that's THREE thirteens. The only way to top that would be 13 sets of 13 Xehanorts
