Yeah, it's pretty much a given at this point. SE and Microsoft don't have a very good relationship with each other (Microsoft handled the port of FFXIII and we all know how well that worked out >.>), not to mention Nomura hates the Xbox. His definition of an HD console didn't seem to fit the description of a Wii either, and while he has expressed interest in it, it's still not very likely. I believe Nomura said that Versus will be the last FF game he'll work on/take a big part in and then he'll concentrate solely on KH. But either way, aside from being the director/character designer of Versus, he's also the creator of KH. KH is his baby; he's not going to abandon it. Also, behind Dragon Quest and Final Fantasy, Kingdom Hearts is SE's third most popular franchise.

Riku never turned into a Heartless, and therefore he doesn't have a Nobody. Ansem gave Riku's heart the boot and sent it into the Realm of Darkness. That doesn't qualify as "losing your heart to the darkness," the requirement for producing Heartless. Roxas was never implied to be Riku's Nobody, but it's not like there are any hints towards it anyways. Axel is Lea's Nobody. Lea. The kid who looks just like Axel except younger in Birth by Sleep. As with Roxas, there are absolutely no signs of Axel being Riku's Nobody either.

Not that he doesn't like using them; he said that he's just more comfortable with the characters he created. As for Zack, he's explained several times in both Japanese and English interviews that Zack is in BBS because he is a character from the past of a Final Fantasy game. Laguna was considered for BBS for the same reason.
