It depends. If you're wearing something modest and not revealing it's a little creepy, but if your boobs are practically hanging out of your shirt then what do you expect? That's like a guy walking down the street without a shirt and feeling violated when all the women are staring at his abs. Obviously staring at people like that is wrong, but if you don't want to be gawked at then wear something less revealing.
