how about we settle for this: As Apprentice Xehanort didn't remember how to use the keyblade neither does Xemnas, BUT he is able to use the keyblade he just doesn't know it or to summon it. Like what happened to Xion, she "forgot" how to summon the keyblade. So let's give Xemnas a keyblade and see if he remembers how to use it.(just kidding this last part:D) So if he or Apprentice Xehanort had had contact with the keyblade(and by contact I mean use it in combat and other situations) maybe they could wield the keyblade.
