Technically yes. A nobody is a body that has willed itself to move. However, since a Nobody doesn't have a heart it lives going by thoughts and its memories. At the end of BBS, Terra made it so both he and MX lost their memories but Braig made it so that most of the memories that were recovered were MX's memories, so Xemnas has mainly MX's memories and those from his time as Xehanort. So he was basically evil, however Xemnas also has Terra's heart which allowed him to feel emo...
