Because you can command donald and goofy to attack

It can actually work in kh1

My guess (plot-wise) is Hades made a deal with Donald and Goofy that (to the effect of) "if you can prove that you can take out my Heartless and make it through the Underworld without that spiky-haired yutz's help, maybe I might show you a way to get to him".
