Ever after requires 28 lock on's/charges to get the strongest version of the shotlock, combo master is Monstropolis, and i think kingdom key requires 10 upgrades but i'm not sure

Every keyblade needs 10 upgrades tho

Some just start with a few when you get them

On crit you get combo master from the beginning btw so you should mention that the question is not crit related
