I doubt Luxu was Eraqus and Xehanort's master

In the secret report it sounded more like Luxu gave it to someone then went away while watching closely until someone like Xehanort would take the keyblade on the path to make the Kingdom Hearts

He found out about Xehanort so he took over Braig (or maybe was already in Braig) while playing the fool who wanted a keyblade so he can be close to Xehanort and No Name

He probably pulled some strings along the way, like making sure info about the x-blade was trickled down
