Now the safest way to be safe and off the radar is to get a computer, install a virtual box, install a virtual box inside that virtual box, then get on TOR.

TOR prevents location tracking, which is why sites like those of Google have issues working since they detect the blocking.

VPNs are more fullproof if one has the spare funds for one.
