I'd say just equip the strongest commands you had and a couple cura's if you got them and hope for the best

How can i upgrade to cura? Which level i should take.

Id recommend pulling up a list of fusion recipes to know what commands to fuse into what, though I'm pretty sure 2 cures fuse into a cura. Though you may want to use both cures separately for more healing up time
