Aqua's Guard is just a basic Barrier. But Barrier and Reflect are technically the same thing. Barrier Surge is called Reflect Blitz in the Japanese version.

On paper yeah sure I guess they're close enough but one uses mp and can block the unblockable while one is just a 360 version of a normal guard
