This kind of goes back to a point bizkit made about 3's keyblades(I wont go into detail because of spoilers), how certain forms or high tier spells are locked to certain keyblades rather than having every kind of situation command other than transformations be available to you at all times.

How about unlocking the character customisation for New Game+, or once you've completed the story? The former can be to encourage you to use the mechanisms and let you choose how you customise to approach specific situations (story segments, boss battles etc). If it's upon story completion, it's incentive to stick around because you have so much to collect and do. This should be coupled with the ability to at least rebattle bosses.

If accessories and clothes are carried over for New Game+, they should have levels or tiers so that you can't go in at the start with overpowered gear, like how the KH3 NG+ resets the carried over keyblades to level 1. Once you clear the point you can feasibly unlock the achievement required (for example you encounter a certain number of a certain enemy, or have had a technique long enough to use it ten times for example), that piece of clothing or accessory can be used without having to repeat the achievement.
