Nomura is considering it so people won't think it's a remake of KH1.

Sora and Riku will appear in both their KH2 and KH1 forms. The KH1 forms are apparently vital to the plot, but Nomura worries people will think DDD is a 3D remake of KH1. So he is considering giving them new costumes for part of the story, but it hasn't been confirmed if he decided to do that or not.

I hope they do, for some reason Sora's current attire just doesn't do it for me.
