What if Kingdom Hearts series started out on the Playstation 1? Would it be the same game with Ps1 graphics? Would it of been completely different? Voice acting?

It would probably just be downgraded graphics a bit and a less content. Other than that it would most likely stay about the same.

If it was then we would REALLY need a KH1.5

I haven't played many games on the PS1 but from my experience I don't think it would be that different per say, because there are a lot of things you could do on the PS1. At least as far as story goes. The graphics would definatly be downgraded, it would probably be multi-disk, maybe less bonus content, and a different battle system? To my knowledge most PS1 games tended to have tank controls so perhaps they would have used an old fashioned Turn Base system, a la, FF.  

Still would probably have the same story but just lesser-quality graphics....

It would probably be a very different game than the PS2 version we have.  First off, I don't think there would be any voice acting, and probably less cutscenes as well.  The gameplay would likely be similar, though I'm guessing the graphics would have to be downplayed a LOT.  It'd also need to be on multiple disks (kind of like some of the later FFs) to be able to cover the entire story and all the add-on content.  Considering what Chain of Memories was like on the GBA versus the one on the PS2, I think they could've done a decent job on Kingdom Hearts for the PS1, but I don't think it'd be as sensational as the one we have today.  And, without the voice acting and mass amount of cutscenes, I'm not sure it'd have as many fans as it does.  They really made the story and, without that, I personally wouldn't enjoy the game as much.

Think about it gameplay wise, i wonder if it would still be like it is. or if the combat would be more of a turn based.

That's not PlayStation One graphics. That's just beta footage of Kingdom Hearts.

Well development started in...2000? I think so lol If it was a year earlier, I could see them working on a Ps1 version. But since the PS2 was out at that time, it definitely has that early Ps2 vibe.
