If it's PS4 only, then they probably changed it midway in development. KH3 is in development since 2010, right after BbS and I won't believe they planned it for PS4 back then.

After the trailer at the conference the guy on stage said "Final Fantasy XV and Kingdom Hearts 3 for PS4". That basically mean it's an exclusive.
