Who's hearts need to be unlocked at all?

It's the Key to Return Hearts, and I assume it's referring to Ventus, Roxas, Namine, and Xion, and most likely Terra as well.  Y'know, pretty much everyone who got the shaft bar Aqua, whose heart is just fine.  She's most likely getting a conventional rescue, or as conventional as KH gets, at least.

I do not think so, I think Riku got the power to awaken people from their sleep. I may be wrong though

Like they said its the key to returning hearts. It's going to restore all the characters that have been lost in the series probably.

Xemnas revealed that nobodies not having any hearts is a big fat lie and Sora exactly stated that

"So, Axel, Roxas, Namine and that girl(referring to Xion), they all did have hearts! They were all laughing and grieving...you need a heart to be able to cry!"

 

So yes, they all have hearts. If you haven't played 3D, go play it.
