That's because KH2 was in a development when they showed that scene and by the time KH2 comes out,things have been changes...

Xehanort already said he failed as a possible vessel bc he developed a sense of self . That's why they went to the 'next down the list' aka Riku then Sora in DDD.

But how is that Possible Roxas joined with Sora in his Heart he can't be a Xehanort.

the 13 Xehanort idea was probable not even on the topic of KH back then so like Hazimie said things were still in development when that clip was first made

NO ONE EVER SAID THAT WAS ROXAS. THAT MIGHT AS WELL BE XEMNAS. YOU REMEMBER THAT DARK MARGIN CUTSCENE? BOTH ROXAS AND XEMNAS WERE IN THAT CUTSCENE. AND PLUS IF YOU LOOK AT THE FULL BODY OF THE MAN HE'S WEARING THE TYPICAL ORGANIZAITON XIII BOOTS. ROXAS WEARS SPECIAL BOOTS. BUT I HAVE NO IDEA IF THEY THOUGHT OF THAT THE TIME DEEP DIVE WAS BEING MADE.

If you are talking about from the very beginning it was Riku, then Roxas OR Xion till Xion died then Roxas but they couldn't get him back and he developed a sense of self then Riku again then Sora
