In Kingdom Hearts 2 Phil denied Sora being a hero yet, then God rearranged the stars to make Sora a blueprint in the skies....

He got his own constellation in Kingdom Hearts II, that's enough for now

I don't care what the naysayer's excuses are (let alone those of Phil), he saved the worlds from darkness twice (maybe thrice if you consider counting KH3D:DDD), he's going to do it again in KH3, so, just the once alone should be more than enough to make him a hero.

Oh please Phil can say whatever he wants because Sora along with his friends save the worlds from darkness twice. Sora and Riku also save seven worlds from their sleeping prison. And he's going to do it again by saving the worlds, save all the people who are connected to his heart, and defeat master Xehanort who cause so much pain and suffering for the past eleven years. Sora is definitely a hero and does anybody remember the ending of Birth by Sleep? The ending that show Sora and Riku looking at the stars, "in time the worlds would be saved by these two heroes who stood beneath the sane blaze of stars."

The way I see it is like this: Yes, Sora is a hero, he's been a hero since KH1. However, there is always room for improvement. Phil probably doesn't want to verbally acknowledge this so that Sora doesn't get a swelled head. He almost definitely wants to see Sora try harder and harder to strive for that title of "hero". perhaps Phil just has high expectations and the word "hero" just means "full potential". Phil is a trainer after all.

 

Or maybe Phil is just a stubborn ass. One or the other.

In Phil's eyes. But to Phil, all Sora did was take out Cerberus and a Hydra. And even then, he's being a little unfair. He doesn't realize the fact that Sora's saved the universe TWICE. All worlds, including Olympia. 

Phil doesn't know shit. Sora's been a hero.

"Hey. Would you say... I became a hero?"

He was a hero since he beated the Hades Cup.

Zeus. A god. Not the Judeo-Christian "God".

But Phil does say that, if it were up to him, he would make Sora, Donald, and Goofy all heroes. And then the Pantheon kind of confirms it. So they're considered heroes on all sides.
