I'd say that Roxas (and by extension Ventus, Xion, and Namine) are just separate enough from Sora that his attempt at the Mark of Mastery does not apply to them. They have not taken the Mark.

I pictured that if Roxas were to be a part of the team, he and Sora would need to take the Exam together and would only be considered Keybalde Masters while fighting together, because one is incomplete without the other and their powers being split by half.

Seriously, though: Sora and Roxas are not the same person. Roxas grew his own heart during the course of 358/2 Days and became his own self. In fact, Roxas would never have even had to return to Sora--as neither one of them would have been incomplete--if he hadn't absorbed the memories that Naminé messed with during CoM. They could have coexisted, otherwise (the same can be said for Xion coexisting with Sora and Roxas).

 

Xion is also not the same person as them, since she, too, has her own heart. And she was always really different from them. At the beginning of Days, she was blank slate--and could have been anyone or anything at that point--but as she began absorbing Sora's memory of Kairi, and other memories as well, that informed her appearance. But she did become her own person and will come back as such. (Also, though I doubt most people would think this, she's not the same person as Kairi or anything like that.)

 

Ventus has always been his own person, so no question there. Vanitas is his dark side, and we'll have to see (maybe) if he ever attains his own heart and separates from Ven, or if something else might happen. (I also feel the need to specify that Ven and Roxas are not the same.)

 

And Naminé--though created from Sora, and Kairi's Nobody--also has a heart and her own existence. She's also always been an anomaly for a Nobody, and is really hardly one at all: that's just the best thing they have to classify her as. (Also, she's not in Sora's heart, but rather Kairi's atm, so I question how she got brought up in this conversation...)

 

So in the end, most of these people (except for maybe Vanitas) are their own separate people. And when they come back in KHIII, Sora's losing the MoM won't affect their status. . If they happen to wield Keyblades, and want to take the Mark of Mastery, I'm sure Yen Sid would be all for it...

 

Edit: And Sora's failure will not affect Kairi at all. We all know they're two completely different people. . And in any case, she probably will be taking the Mark of Mastery during III... Maybe. But if nothing else, she's training.

 

And if we're to continue this joke, we must also talk about Neku, Shiki, Rhyme, and Joshua: who were all in Sora's heart/dream of Traverse Town in KH3D. And Riku was in Sora's heart all throughout DDD. Gosh, why didn't Yen Sid fail him?! Data Sora is also a thing.
