I'd say Lost in Translation or a localization oversight where they were focusing too much on the characters that relates to the plot and forgot some of the NPCs

I didn't manage to complete the original RSE cuz the cartiridge I owned had a dead save battery....but the thing I remember the most is the catchphrase that you can spread.....like BIG SERVICE

That still exists too, although this is unrelated. It makes sense when you actually play the game. I actually thought they took this part out, I somehow skipped over it =P.
