No,Mario and Luigi are regular turn based

What's the difference between turn-based and ATB exactly? I'm not a savvy RPG player, so I'm not too experienced.

I've heard that ATB is a combination of action rpg elements and traditional rpg elements and turned-based is well, turned based.

to put it simply,

classic style is turned based. you have as much time as you want to act and take your decision, as long as it's your turn.No one else can act during your turn.

 

ATB combat style is as its name implies not frozen in time. whenever it's your turn to play, the "time" during the battle still goes on, and enemies can still attack you during your own turn, if their turn -represented by an invisible gauge charging over real time- is up.

 

ff VII, IX, or XIII are good ATB examplesif that's clearer^^

I could be wrong, but I believe 'Child of Light' has ATB. I hear good things about that game as well. 

RPG's with an Active Time Battle system include Final Fantasy IV, (Which is the best numbered Final Fantasy ever!  At least, in this humble gamer's opinion! :3) Chrono Trigger, Final Fantasy X-2, Final Fantasy VIII, and if I'm not mistaken, the Final Fantasy XIII series is also ATB based! :O  There's lots of other games too! :3

Asura's Wrath, Resonance of Fate, Xenoblade, .//Hack, Might also consider Beyonetta. A couple just off the top of my head. 

As others have mentioned, many of the Final Fantasy installments have an ATB system, my personal favorite being FFVI.  Other games that I can think of which have it are Tales of and Xenoblade, though I'm sure that there are others out there.

Well aside from Final Fantasies from 4 to 9 there are some but most of them are either by Square Enix or few by someone else

 

Try Chrono Trigger though,it's one of the  best of the bunch
