Maybe Neverland as well if they intend on using the characters for something BBS related in the future (ie saving everyone, bonds and whatnot). Everything else, they can just ditch. It's in Xion's character to be the perfect selfless angel. Even though she said that, she's still hurting due to being completely forgotten. Which is why mending her hurt isn't the same as a physical return. If everyone's hurts are mended, then Roxas will remember Xion, Xion will be remembered, and Namine will get a "Thank you" from Sora. No physical returns required.

Anyways, like the legend (and the fairy tale) says, wielders were fighting over the light, Kingdom Hearts, and thus the X-blade as well. Well, I doubt it was one person in particular. The war happened so many years ago. Haven't played/spoiled BBS, have you? No, they weren't. The war happened long before they were born. It was already known as legend during Master Xehanort's youth.
