lol idk but it would be a very heart felt interesting end of the xehanort sage if the only way to get rid of Xehanort is to put an end to terra as well (probably not gonna happen but would be interesting to see a kh character actually stay dead )

well officially no (because he failed Master Eraqus' exam) but then Xehanort became his new master and Xehanort thought that terra was master material (technically a candidate for body swapping )
