Elsa's actions weren't done to oppose Anna, well I mean not counting refusing to return home since that's hardly a villainous act and getting that ice monster to kick her own sister out.

The antagonist doesn't have to be the villain or even do anything legitimately wrong, just someone that opposes the protagonist's goal. In Anna's case, getting her sister to come home and defrosting the kingdom.
