He would have to send a warrior like Caius or Gabranth to get them to fight that cause Luna to fade after Gabranth or Caius try to attack Aura but Luna took the attack.

Yeah he gets Sephiroth to fight Tifa making Cloud fight him. What would Kefka do to make Luna fight Aura that would trigger them to switch sides?

Well because of there relation by blood that she doesn't know what its like to fight her own sister. So like Cloud, and Kuja she doesn't want to fight till Kefka does something that makes them fight like in the reports.
