I think that Playstation Magazine was looking at the Plot of Kingdom Hearts 3 that Square Enix gave us back in 2013 If you read it like that, it sure looks like that you will be able to play both Sora and Riku. And i hope we will!

I hope we will see him in a new outfit, based on his BBS outfit.

If you watch the DDD ending we see Sora returning to Travers Town so it actually a good chance we will see Travers Town return. But its also possible that it only return in cutscenes.
