Its actually similar to how efficiency can come at the cost of regulation. The more regulations you have on a project, the less efficient it becomes to make it. at the same time with less regulations comes the risk of the project taking a weird turn that the people involved might not have wanted.

Why not let Disney do what they want for the Disney worlds, and then let Square just intermingle their story in between those worlds

Toy Box --> OG stuff --> Frozen --> OG and so on
