I'm pretty sure we were supposed to go to the town at some point but for whatever reason wasn't implemented

It was to make the world look bigger

It's a basic thing when making a world

When you have a cutscene from the top of the tower, it's there so you can see the world and how it looks

Everything that was built there wasn't for playable areas

We should have at least been able to go to the main island at destiny island to find clues on the door to darkness

And finally meet Sora's mom

Same reason as to why you can "enter" the lab in Radiant Garden. It's not meant to be playable but it was made for the cutscene and the characters that appear there
