I think the most interesting case of power levels was the multiple times when Sora fought Xemnas 1 on 1. It’s never been clear if Xemnas is just testing him or trying to keep him alive, which adds a lot of debate that I enjoy.

But alongside him being the aforementioned strongest character, it feels in character that he would want to test Sora again to see how he's grown since KH1

Also, the first Xemnas battle is so pathetically easy that the idea of that being him at his strongest is depressing
