The hair probably gives it a placebo effect and makes it look more different than it should

that might be it, because KH3 sora's eyebrows more than KH2 sora does

It's all dependent of the person who ports.
From what i've been told many models don't actually have an "eye" texture. So they take texture from another model, change the color, and bake it to another model.

That explains that
