Nah strelitizia doesn't really look like futaba.

Her hair is a faint orange, tied at the back, cut short at the front, doesn't have any glasses and generally looks different but that could be because of how nomura draws. That fire emblem character has a scary resemblance though.

Its like they literally did a persona collab and drew her in his style.
