I think the dubbing for Re:COM had a lower budget

It didn't have a big budget no. Plus the text bubbles are probably cause it's original gba release left for way too many lines and most of the VAs were unavailable

The majority of spoken dialogue is in castle oblivion

Actors had to match their lines to characters on scene and the lip syncing wasn’t changed.

I honestly think that Chain Of Memories was a really good lead up to Kingdom Hearts II, and the whole plot in Castle Oblivion was actually pretty intriguing, especially with Marluxia and Larxene scheming to take over the Organization.
