So earlier discussion I just scrolled through, but I don't think Nomura changed his mind personally. He can make titles without Sora being the focus, he's done it several times. The series will always be about Sora though or at least center around him and the connections he makes along the way.

It's all the Xehanort stuff Nomura wanted to cover, but didn't do it with KH3 because it would take too much time.
